4. ACCESS AND PROFESSIONAL DEVELOPMENT

These changes, coupled with the effects of the pandemic, have changed working conditions and the way people work. Teleworking implies, for example, a transition from the attendance criterion to the objective fulfillment criterion.
A study of the professional profiles is necessary in order to reorient access and professional development, both in the case of the profiles occupied by the personnel of the Administration of Justice and those occupied by the personnel of the General State Administration who work in the Administration of Justice. A prospective study will be carried out with a 2030 horizon that will result in a white paper from which to implement actions progressively.

This study must incorporate:

  • New profiles. The most significant example is the incorporation of ADR into the Administration of Justice, which will generate new dynamics and open up new professional spaces.

  • Transformation in the current professional profiles. Digitization translates into teleworking, telematic trials, procedural management systems that do not require on-site work, oral trials, etc. Activities that require new digital, communication and procedural skills. Professional transformation requires clear training support.

  • Incorporation of quality indicators. A quality seal will be developed (project 21. Quality System) that integrates everything from management times to user satisfaction, including environmental impact. In the context of the State Administration’s transformation process, the perspective on quality is broadened. This quality framework is translated into indicators for measuring professional performance, both quantitative - files resolved, people assisted, appointments managed, material resources used, environmental impact, etc. - and qualitative - people assisted who do not ask the same question again, clear solutions, legible instances, user experience, etc.

  • Improvement of systems of access to legal professions. The access systems of the different operators have to adapt to the transformation and ensure their accessibility. From the training for access - which is going to be largely distance learning - to the access systems.
